(a) The commissioner is Jon Shane
(b) The accountant is Brian Malaney
(c) The rule-maker is Matt Anderson
(d) The web administrator is Mike Lepley
(e) Any changes to officers must be approved by an affirmative vote of 10 of the 14 teams.
(2) Draft Order
(a) Draft order is based on regular season finish. The team with the worst regular season record gets the first pick, the team with the best regular season record gets the last pick.
(b) The draft is conducted in "snake form". The team with the last pick in odd rounds will get the first pick in even rounds; the team with the first pick in odd rounds will get the last pick in even rounds.
(c) The initial waiver priority is dependent on draft order. The team with the last pick will have first priority; the team with the first pick will have last priority.
(3) Keepers
(a) For the 2009 season, each team must pick 3 batters and 3 pitchers. Additionally, each team will have 1 wild card keeper spot that may be used for either a pitcher or a batter.
(b) For each successive season, an additional keeper will be added. In years where there are an even number of keepers, each team must have the same number of batters and pitchers. In years where there are an odd number of keepers, the difference between batters and pitchers may not exceed 1 player, either way.
(c) After 2012, only a vote by the majority of the league may increase the number of keepers.
(4) Offseason Trades
(a) Teams are free to trade players, so long as they post proposed trades here [site forthcoming] and email the league. If no objections are raised to the commissioner, the trade will be approved by the end of the week.
(b) A player who is traded need not be kept by either team.
(c) A team may not circumvent the requirements of Section 3(b) through trades.
(d) The commissioner's office may not approve any trading of draft picks.
(5) League Formation
(a) There will be two divisions, with the division breakdown consistent with the 2008 season. Any changes to the division format must be approved by 10 of the 14 teams.
(b) The league will be set at 14 teams. Any additions must be approved by 10 of the 14 teams. Any subtractions must be approved by 13 of the 13 non-interested teams, unless a team fails to pay his finances. In that case, the removal proceedings will be instituted purusant to Section 7(d).
(6) Playoffs
(a) The top 6 teams will be in the championship playoffs.
(b) The next 6 teams will be in the consolation playoffs.
(c) The top two teams in either playoffs will receive first round byes.
(d) The winner of the championship playoffs will be declared the league winner.
(7) Finances
(a) Each team must pay an entry fee of $40. This amount includes the the Yahoo! Plus League fee.
(b) The Commissioner reserves the right to raise the entry fee by giving notice more than 4 weeks prior to the draft.
(c) Failure to pay any fee to the League accountant by the date of the draft will result in the team being locked. The team will not be unlocked until the accountant receives payment in full.
(d) If a team fails to pay the required fee by the time the season ends, the team owner will be removed from the league unless 10 teams vote that he stays. In the event that 10 teams vote for an owner to stay, the owner must make full payment of both years' fees to the accountant within a week or will be kicked out of the league.
(8) Payoffs
(a) Based on a $40 entrance fee, the payouts are: $100 to season winner, $295 to the playoff winner, $40 to the playoff runner up.
(9) Trade Appeals
(a) The final approval of any trades shall rest with the Commissioner. In the event that that Commissioner's team is involved in any trade, the Rule-Maker shall approve or reject a trade.
(b) Teams with any objections to the trade must make such objections to the appropriate party either via email or the message board.

(a) Teams wishing to appeal a rule must send an email to the entire league and post the proposed change on the message board.
